Apply for a Tree Removal/Habitat Permit

Follow this process to apply for a habitat permit to remove trees in unincorporated areas on private property for commercial, multi-family or new single-family home uses. This form is also used for projects involving ground work such as digging, pavers, pouring concrete, etc.

Habitat permit applications should be submitted through the Pinellas County Access Portal.

Select the link below, then follow these steps:

  1. Confirm you live in unincorporated Pinellas County, Belleair Bluffs, or Belleair Shore by using our address lookup tool to see where your property is located. Residents in other areas of Pinellas County will need to contact their cities directly.
  2. Create an account or log into the Pinellas County Access Portal.
  3. Select Develop, then select Create an Application.
  4. Read and accept terms on the page, and Continue Application.
  5. Select License type or None Applicable for a homeowner permit, and Continue Application.
  6. Scroll down and select Tree Removal/Habitat Permit, then Continue Application.
  7. Complete the application.
  8. Upload Documents. You will need a Land Development PDF, and a site plan/survey showing the location of the tree or structure.
